Employment Agencies Hiring Domestic Workers 

Employment agencies hiring domestic workers and intending to apply for accreditation with the Department of Migrant Workers (DMW) through the Migrant Workers Office in Singapore (MWO-SG) may submit Letter of Intent indicating the following:

    • Profile of the agency (name, address, officers, MOM license number, number of years in operation and other important information about the agency);

    • Terms and conditions of employment to be offered to domestic workers; and

    • Plans and programs being undertaken/to be undertaken to uplift the condition and situation of domestic workers.

The agency should also submit a copy of its business registration/ ACRA and proof of establishment of an accommodation/ shelter for the newly arrived/ distressed domestic workers.

Accreditation of Employment Agencies

Pursuant to the Governing Board Resolution No. 5 Series of 2022 amending Section 95 and 96, Rule I, Part III of the Revised POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers, to streamline the accreditation of foreign principals and employers, the following are the guidelines for verification of accreditation documents: 

Requirements for Accreditation (Initial/ Renewal)

The following are the requirements for accreditation by MWO Singapore:

    1. Recruitment Agreement (RA) or Special Power of Attorney (SPA). This is an agreement between the Foreign Recruitment Agency (FRA) and the POEA/DMW-licensed Philippine Recruitment Agency (PRA) containing, among others, the responsibilities of the parties with respect to the orderly deployment, employment and return of Filipino workers with the following attachments:

    • Photocopy of any valid ID of the signatory to the RA/ SPA; 

    • Photocopy of the commercial registration and business license of the FRA in Singapore (e.g., most recent ACRA/BizFile printout); 

    • Undertaking by the FRA and PRA to monitor the employment of overseas Filipino workers and to submit a report of significant incidents relative thereto; and 

    • Photocopy of DMW/ POEA valid license of the PRA. 

    1. Job Order (JO). This should indicate the number of domestic workers required and the salary in US and Singapore Dollars with the following attachments:

    • MOM license of the FRA; 

    • Undertaking by the FRA to observe the terms and conditions of employment of domestic workers.; and

    • Deployment Report, if applicable. 

    1. Standard Employment Contract (SEC) signed on all pages by the authorized representative of the employment agency.; and 

    1. Undertaking to Hire Filipino Welfare Desk Officer/ Counsellor. 
    2. Proof of establishment of an accommodation or shelter for newly arrived and/or distressed domestic workers.
    3. Authorization Letter (Please click here for Advisory No. 5 on the Implementation of the Authorised Personnel Policy on the Submission of Documents)

The foregoing requirements maybe under one notarial certificate but should have notarial seal on each of the document. 

Requirements for Additional Job Order 

The following are the requirements for request for additional job order:

    1. Job Order (JO). This should indicate the number of domestic workers required and the salary in US and Singapore Dollars with the following attachments:

    • MOM license of the FRA; 

    • Undertaking by the FRA to observe the terms and conditions of employment of domestic workers.; and 

    • Deployment Report. 

    1. Standard Employment Contract (SEC) signed on all pages by the authorized representative of the employment agency.; 
    2. Authorization Letter (Please click here for Advisory No. 5 on the Implementation of the Authorised Personnel Policy on the Submission of Documents)

The foregoing requirements maybe under one notarial certificate but should have notarial seal on each of the document.

    1. Photocopy of DMW/ POEA valid license of the PRA; and 
    2. Photocopy of the previously approved job order.

Recruitment Agreement/ Special Power of Attorney: S$51.00

Job Order: S$17.00

Accreditation Certificate: S$17.00

 Procedures for Accreditation:

    2. Submit documents to Window 11 on the date and time of appointment with the printed copy of the confirmed appointment. Maximum of three (3) submissions per appointment will only be accepted;

    4. Make cash payment at Window 11 as advised. Note that payment will be collected only after evaluation of documents has been completed; 
    5. Collect the verified documents from Window 7 on the date and time as advised.
