If the company is eligible under the Direct Hiring System and the prospective employee is yet to commence his/her employment with the company, the company’s authorized representative must personally submit the following requirements to the Migrant Workers Office (MWO) in Singapore:

1. Duly executed Employment Contract (chopped, dated and signed by the parties) which contains the minimum provisions of employment including but not limited to the following:

            i     Complete name and address of the employer/ company;

ii     Position and worksite;

iii    Basic monthly salary, including benefits and allowance and mode of payment. The
salary shall not be lower than the minimum salary prescribed by the Philippine
and Singapore government;

iv    Food and accommodation or the monetary equivalent;

v     Commencement and duration of contract;

vi    Free transportation cost to worksite and return to the point of hire;

vii   Regular number of work hours/days which is equivalent to 8 hours/day or 44 hours a week;

viii Overtime pay in excess of the regular hours of work;

ix    Vacation and sick leave for every year of service;

x     Free emergency medical and dental treatment;

xi    Just/ valid/ authorized causes of termination of the employment contract;

xii   Settlement of disputes;

xiii Repatriation of worker in case of imminent danger due to war, calamity and other analogous circumstances, at the expense of the employer.

xiv In case of worker’s death, repatriation of the human remains and personal belongings at the expense of the employer.

4. Most recent ACRA of the Employer / Any proof that the employer is duly registered company in Singapore;

5. Photocopy of Philippine Passport of the Worker valid for at least six (6) months from the date of intended departure;

6. Permit of the Worker/IPA ;

7.Authorization executed by the signatory to the Employment Contract and Identification Document of the authorized representative of the Employer who will submit the documents to the Migrant Workers Office.

8. CASH PAYMENT : $17

Once the complete documentary requirements are obtained, the authorized representative of the employer may submit the complete requirements to the Labor Office of the Philippine Embassy. 

Only complete submissions will be received, evaluated and processed. The verified documents will be accompanied by an Endorsement Letter to the Department of Migrant Workers (DMW).  

NOTE: For direct hires, MWO-SG will only verify the contract and the worker should submit the original copies of the verified documents to the Direct Hire Unit of the Department of Migrant Workers in the Philippines for processing of OEC.

The direct hiring of Overseas Filipino Workers (OFWs) is governed by Article 18 of the Labor Code of the Philippines, Republic Act No. 10022, Department of Labor and Employment (DOLE) Administrative Order No. 196, Series of 2018, and the Revised Philippine Overseas Employment Administration (POEA) Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers of 2016. These laws and regulations prohibit the direct hiring of an Overseas Filipino worker (OFW). Any employer intending to hire an OFW is, therefore, required to recruit through POEA-accredited/licensed employment/recruitment agencies.

POEA Memorandum Circular No. 8, Series of 2018 enumerates certain categories of employers who are exempted from the ban on direct hiring; and provides guidelines on the registration of direct hires with POEA. (Copy of the memorandum circular may be downloaded from here).
