Accreditation of Employment Agencies/Employers Hiring Professionals and Skilled Filipino Workers
Pursuant to the Governing Board Resolution No. 5 Series of 2022 amending Section 95 and 96, Rule I, Part III of the Revised POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers, to streamline the accreditation of foreign principals and employers, the following are the guidelines for verification of accreditation documents:
Requirements for Accreditation (Initial/ Renewal)
The following are the requirements for accreditation by MWO Singapore:

- Recruitment Agreement (RA) or Special Power of Attorney (SPA). This is an agreement between the Principal/ Foreign Recruitment Agency (FRA) and the POEA/DMW-licensed Philippine Recruitment Agency (PRA) containing, among others, the responsibilities of the parties with respect to the orderly deployment, employment and return of Filipino workers with the following attachments:

- Photocopy of any valid ID of the signatory to the RA/SPA;

- Photocopy of the commercial registration and business license of the Principal/FRA in Singapore (e.g., most recent ACRA/BizFile printout);
-
- Undertaking by the Principal/FRA and PRA to monitor the employment of overseas Filipino workers and to submit a report of significant incidents relative thereto ; and
-
- Photocopy of DMW/ POEA valid license of the PRA.

- Service Agreement. This is an agreement executed by and between the FRA and its client company.

- Job Order (JO). This should indicate the manpower request of the employer, containing the classification of occupations, positions, number of workers required per position and standard salary and allowances per position (in USD and SGD).
For FRAs, the following should be attached to the JO;

- Manpower requirement/ demand from its client- company/ employer;

- Photocopy of the commercial registration and business license (e.g., most recent ACRA/BizFile printout) which determines the legal personality of the client company; and
-
- MOM license of the FRA.
For Staffing/ Outsourcing companies:

- List of Clients;
-
- Manpower requirement/ demand from its client- company/ employer.

- Master Employment Contract (SEC). This is an agreement which sets for the principal terms and conditions of the workers’ deployment, employment and return as well as the rights and obligations of the parties to the contract. It must be signed on all pages by the authorized representative of the employment agency and the employer.

If the employer has its own employment contract, an addendum to include the mandatory provisions of the POEA Standard Employment Contract must be submitted.
The foregoing requirements maybe under one notarial certificate but should have notarial seal on each of the document.
Requirements for Additional Job Order
The following are the requirements for request for additional job order:

- Job Order (JO). This should indicate the manpower request of the employer, containing the classification of occupations, positions, number of workers required per position and standard salary and allowances per position (in USD and SGD).
For FRAs, the following should be attached to the JO;

- Manpower requirement/ demand from its client- company/ employer;

- Photocopy of the commercial registration and business license (e.g., most recent ACRA/BizFile printout) which determines the legal personality of the client company; and

- MOM license of the FRA.

3. Photocopy of the previously approved job order.

Recruitment Agreement/ Special Power of Attorney: S$51.00
Job Order: S$17.00
Accreditation Certificate: S$17.00
Note: Only cash payment is accepted.
Procedures for Accreditation:

- Request for appointment with MWO through this link: Embassy Appointment Link;
- Submit documents to Window 11 on the date and time of appointment with the printed copy of the confirmed appointment. Maximum of three (3) submissions per appointment will only be accepted;
- The status of submission may be checked at: https://bit.ly/40qsKFv;
- Make cash payment at Window 11 as advised. Note that payment will be collected only after evaluation of documents has been completed;
- Collect the verified documents from Window 7 on the date and time as advised.
