Accreditation – Principals /Employers Hiring Seabased Filipino Workers
Pursuant to the Governing Board Resolution No. 14 Series of 2016 promulgating the 2016 Revised POEA Rules and Regulations Governing the Recruitment and Employment of Seafarers specifically Section 96 of the said rules, the following are the guidelines for verification of accreditation documents:
Requirements for Accreditation
1. Manning Agreement (MA) containing, among others, the responsibilities of both the principal/ employer and manning agency with respect to the recruitment and employment of seafarers with the following attachments:
a) Photocopy of any valid ID of the signatories; and
b) Photocopy of the commercial registration and business license of the principal/employer (e.g., most recent ACRA/BizFile printout).
2. Special Power of Attorney (SPA) or any equivalent document issued by the principal/ employer, specifically authorizing the DMW-licensed manning agency to recruit for and on its behalf.
3. Crewing Order with the following details:
a) Position;
b) Number of seafarers to be recruited;
c) Salary in USD and SGD;
d) Qualifications;
e) Employer; and
f) Vessel’s Particulars.
4. Master Employment Contract (MEC) as prescribed in POEA Memorandum Circular No. 04 series of 2013. Note: All details must be filled out except for the seafarer’s details which may be left blank.
5. Terms and Conditions of Employment as prescribed in POEA Memorandum Circular No. 10 series of 2010. Note: Employer must fill out the required details and must sign the document.
The foregoing requirements must be notarized and maybe under one notarial certificate but should have notarial seal on each of the document.
6. Valid DMW (POEA) license of the manning agency.
7. Board Resolution or Secretary’s Certificate authorizing and officer/ director of the principal/ employer to sign the manning agreement and SPA on behalf of the company.

Recruitment Agreement: S$51.00
Special Power of Attorney: S$17.00
Crewing Order: S$17.00
Note: Only cash payment is accepted.
Procedures for Accreditation:
1. Request for appointment with MWO through this link: https://bit.ly/3JF8KZO;
2. Submit documents to Window 11 on the date and time of appointment with the printed copy of the confirmed appointment. Maximum of three (3) submissions per appointment will only be accepted;
3. The status of submission may be checked at: https://bit.ly/40qsKFv;
4. Make cash payment at Window 11 as advised. Note that payment will be collected only after evaluation of documents has been completed;
5. Collect the verified documents from Window 7 on the date and time as advised.
